The 22-year-old remained an unused substitute during the 2-0 victory against Albania at Wembley on Friday.
Thomas Tuchel chose a 26-player roster for the matches against Albania and Latvia, but Uefa regulations require a selection of a 23-player matchday squad for each game.
Morgan Gibbs-White, the Nottingham Forest midfielder, and Jarell Quansah, the Liverpool defender, who both did not participate in Friday's match, have returned to the squad. Meanwhile, Newcastle winger Anthony Gordon has been removed after going back to his club due to an injury.
Aaron Ramsdale, the Southampton goalkeeper, has once again been excluded as the Three Lions get ready to face Latvia at Wembley (19:45 GMT).
"We have to ensure the process is correct to identify the optimal group," Tuchel stated.
"If this results in us leaving out highly skilled and capable players, then that can happen. Over the next 16 months, it is vital that we establish the right team rather than simply the most talented 26 players.
"We must focus on shaping the team correctly. It is essential to cultivate the right team spirit because playing qualifiers is one experience, while tournament football is an entirely different challenge."
