Vigar, aged 21, passed away on Thursday due to a "serious brain injury" he suffered while playing for Chichester City the previous Saturday.

It is believed the injury occurred when he hit a concrete wall, though the club has yet to confirm this.

Fletcher ended his football career at 25 after colliding with concrete advertising boards during a match for Bath City in the National League South.

Now 26, he was put into a coma following emergency surgery and did not return to play for ten months. He currently works in the brain health sector of the Professional Footballers' Association, promoting improved safety for players at football stadiums.

"This situation could have been completely avoided," Fletcher remarked during an interview with BBC Breakfast.

"It brought back a lot of feelings for me, but the dominant feeling was anger that the demand for changes has been ignored by the FA.

"I'm concerned this won't be the last fatality if actions are not taken."

The Football Association announced it would conduct a prompt safety assessment of perimeter walls at football venues within the National League system following Vigar's death.

"This will involve exploring ways to help clubs in the National League system identify and implement further safety measures at their venues, which they believe could reduce any possible risks," the statement noted.

However, Fletcher emphasized the need for immediate action.

"I believe this is insufficient and comes too late," Fletcher commented.

"I think if you asked Billy's family, they would wonder if this is going to bring their son back.

"This is something that must happen without delay as numerous football matches take place nationwide where similar incidents could happen again.

"It is labeled as an unexpected accident, but honestly, it is an accident waiting to happen."
